Well the thign about most cars, is that the assemblies are sealed with a very strong adhesive. Because of this, some sights suggest using a oven to warm up the assembly and the glue. While this does work, you do take an enormous risk of ruining other parts at the same time. (Mind you ligh assemblies are not cheap, and are usually in the 100 dollar range)

To answer your paint q: While i'm sure they would reflect blue, it would not by any means make a white bulb look like a HID lookalike blue bulb. Also, that surface is shiney and reflective for a reason: for reflection. If you start painting that up, your beam will not shine nearly as far as it could.

However don't take this as an insult, because I understand where you are coming from to (i'm a do it yourself type as well). In the end, you can buy a decent APC (gasp) set of HID lookalikes for 40 dollars that work well and look good, or you can do it yourself, and loose light performance all to save 40 dollars...which you loose in labor and frustration.
