Default When should I replace the timing belt and what will it cost?

I was wondering when I should have the timing belt replaced in my 2000 Accent GL. I was also wondering if I should have this done at the dealership or if I should find a shop that does it for less. Also, I checked the Webtech site for information on how to remove it but it looks too complicated for me. Has anyone done it on their own and what tools would I need? Any help would be greatly appreciated.
