Basically, an evenly sized pipe would do most for intake charge velocity. An unevenly sized unit will create cavitation in the airsteram, slowing the rate of the intake charge [cf/m]^2. The filter must also be properly sized.
For the best effect, you may want to wrap the steel pipe in thermal tape[somthing like Thermotec] It will isolate the intake tube from radiated heat.
