The 5" diameter will slow the air velocity down a bit then when it goes into the 3" portion just before the throttle body, the air will experience a drop in pressure and an increase in velocity. Therefore, the air is not being compressed, its just being sped up slightly. I'll let you in on a little secret. If you have an engine working at a steady RPM for example using lets say....100cfm of air, then the actual flow rate in feet cubed/minute remains the same as air flows through a pipe of different diameters, it is the velocity that changes.
