Default Paint Finishing

My Hyundai is black. I just got through the winter, and... salt, rocks, and everything else on the road has come at my car.

What is the best way, without spending a putt-load of money on my car to refinish the paint; mainly the hood. There are swirls and small nicks that I would like to cover up if possible.

Would simple touch-up paint do the trick, or are those special color coded wax solutions the way to do (eg: They actually WORK).
