The 13" brakes are actually too big for a road-going Tib without also going with larger rear brakes and larger master cylinder. The proportioning will be thrown all out of whack. I'd bet the 11.75" brakes will actually stop faster, and they'll fit behind some 16" rims and any 17" rim. They also weigh alot less due to the smaller diameter and two-piece design with aluminum hats. The Rotora kit has one-piece rotors with steel hats. In addition, the Wilwood calipers have been around for years, so you can get a variety of pad compounds and brands. I'm planning on doing some autocrossing, and I'm getting the Combo "D" brakes.
If you MUST have 13" rotors, you can look at Combo "E". It comes with two-piece rotors and 6 piston calipers for $1850. So, you can get one-piece rotors with 4-piston calipers for $1700, or two-piece rotors with 6-piston calipers for $1850. Or, you can do like me and get the 11.75" two-piece rotors with 4-piston calipers for $1300.
