I think you are referring to the CAI?....Short intakes, aka Ram Pipes (Piper Cross and Kspec) are very good for higher RPM due to the shorter travel distant from filter to the intake manifold. Not too good for lower RPM is that without forward wind force, it is sucking in hot air from the engine bay..perhaps an air scoop hole in the bonnet will help..... while the longer ones have a wider spread across the powerband (AEM and K&N 57i). This is because it has a longer travel from filter to intake manifold but due to the location of the filter, it is able to access cooler air (if my memory serves me correctly......).
As for the position of the Cone Filter, the principle is to locate it as far away from the engine bay (as the air within the bay will be heated). AEM locates it where they feel that it is the furtherest and relatively clean location whereby it is not going to be sprayed with rain water and road muck. Some of the Japanese brands like ARC, Mugen, Blitz prefers to be forward pointing where the air flow is in direct contact, and the forward travel of the car is going to 'force' more air into the IM. However this means that the filter is going to get choked pretty fast.
At the end of the day, its personal preference and who's school of thoughts you believe in. As in why no one makes short intake for first gen.....sorry I cannot answer that one......
