How can you tell they're not blinding people? Were you able to speak to people he has driven past? It's subjective, but there is increased glare if you don't have the right housing. Projector beam housings can, at a glance, look like a normal housing. It doesn't have to have the lens like the Tiburon does to be a projector beam. Projector beam means it projects a focused beam of light, whereas a normal housing just sort of disburses it.

Read up on these folks, there are laws in regards to these things....a Google search will come up with the results. If your car came with a halogen lighting system, it is illegal to retro fit it with a HID kit. Every reputable site on the net that sells these kits even say "not street legal".
