Default Buying an Excel as a project car...

Occasionally I see old excels selling for like $400 or so...I've been thinking about buying one as a strictly project-only car...

now, a few questions:
Can I somehow keep it off the street and unregistered? I don't wanna pay $3000 in insurance for a $400 project car that's just for me to mess around with!

How much do you think I could build a super ghetto turbo setup for? I'm thinking about digging around in junkyard for kicks until I can turbo the thing for like $400...I read that someone actually pulled that off lol...

hmmm turboed 1993 hyundai excel stripped to be lighter...probably would still be kinda slow though(if I just attempted to rig a superghetto turbo without upgrading the fuel or anything duh) lol...

you could insure it for fire and theft only! that will only cost you like $10 buck a month!

if you go through with it let me know! i've been thinking about the same project! i think mine would be a project/winter beater!
