the plastic piece is seperate if it's the piece i'm thinking of. just undo the four screws and pull it out over the steering column. is that the piece you are talking about?

-remove the gauges
-remove the thing over the gauges (mouldings of the gauges w/translucid plastic on it)
i don't know how to:
-remove the translucid plastic from the moulding without breaking it

I believe that glue might be holding the piece on, try putting a hair dryer to it until the glue starts to melt. Or you could leave it out in the sun for an hour. It should come right off then.

so do you mean the clear cover over the gagues?

or do you mean the edging that covers the edges of the gauge faces?

If you mean the clear cover that goes over the gauges....in my 01 Accent GL....after you've taken the gague cluster out...there are little clips on the sides of the cover.
