can i safely take it out and plug the hole with somthing? will it help give me some power or rumbly sound?

It is an intake muffler (of sorts). You should just replace the tubing from the intake manifold to the air box. Better yet, take a 96 Civic short ram intake kit, cut off about half of the straight section and clamp on a cone type filter.

It is a resonator. Yes you can remove it. as for power you will get no extra you will get increased sound though
