Default Changing rim size on my country....

Changing rim size on my country (portugal), hyundai representatives here wont allow any kind of rim change on all hyundai old models. To get legal here, i only need a declaration from any hyundai representative, authorizing the new rim size, its that simple.
I know of other people on other countries, that have no problem getting the same king of document, on their local hyundai representatives. And on several websites with sections dedicated do hyundai models we can look at photos and prospects of the same model as i have, with my desired rim size, and the benneficts it adds.

I have a 1995 hyundai s-coupe , originally with 14inch rims, but i wanted to install 17inch rims while maitaining total wheel diameter, with no steering limitations, and in a way that the speedometer matchsa most the same.(only error of 4.5 km/h at 100km/h)

Is there anyway of geeting some document from hyndai centre, authorizing the rim change? could it by normaly mailed to me in portugal?

If anyone can help me regarding this situation, i would very thankefull.
(i have uploaded a picture of my actual scoupe, and photoshoped as i would like it to be, with 17' Ronal rims)

I don't know exactly why the Portugal reps from Hyundai, or the department of transportation would not allow the different sized rims. I don't think it is a Hyundai thing solely, but it could be a DOT thing that is making an issue of it.

The car is well out of warranty & it`s outside the area of Hyundai`s responsibility...........
so I doubt if they if they would want to incur liability by authorising 17" rims (of which they probably would not approve!).
If you can find suitable 17`s with +42mm. offset, which are suited to our captive discs, just fit them (but inform your insurance company).
Bear in mind though, that the tires will have to be incredibly low profile to keep the same overall diameter and the ride quality will be very bad on rough road surfaces!.
Also your acceleration will be considerably reduced.

Subaru bonnet scoop & upgraded cockpit. Custom 2.5" exhaust with twin 4" tailpipes & 15"x7" alloys . Intercooler fitted + manual boost controller & oilcooler.

considerably reduced? I ran my car with 13s at the track and ran 17.7 and i ran it with 17s and i ran 17.8. To me it seems as if i only lose over 100 mph and that it feels as if i gain bottom end.

I dunno Tru, not to sound like a jerk, but maybe a bad driver? I have 16's on my truck which are up from the stock 14's and I noticed a definite difference off the line. It accelerated quicker with the 1's, however the 16's are much nicer in handling, maintaining cruising speeds, especially on the highway.
