I don't think the quality of the anti-freeze could cause a car to warm up too slowly, though I'm certain it could cause a car to overheat.
Is it as cold in NY as it is in eastern Ontario (where I live)? Cos our temps have been between -10 and -20 Celcius (I don't know what that is in Fahrenheit, but trust me, -20 is COLD) and it takes my car a good 10 minutes to warm up fully after a cold start.
If the antifreeze in your cooling system is more than about a year old, drain, flush and refill the system with good antifreeze in the right proportion (50/50 or 60/40 anti-freeze/water at the most) and see what happens. I doubt it would let the car warm up quicker, but it'd be good to get fresh stuff in there anyways.
