Nope, I've never heard tweeters down by my legs in a car...that's just what I assumed would happen. And you usually never see tweeters down low, you always see 'em high up in the corners...I wonder why that is now..

The higher the frequency of the sound the more directional it becomes. Low frequencys like Bass and the like are omni directional but tweeters need to be aimed so that the listener is in the so called "Sweet Spot". Go search at yahoo or such for a home theater speaker setup how-to, it will explain the "sweet spot" better then I can.

You could still place them in the kicks and have them pointed towards the listener but I agree there are a lot better places to put them. But to answer your question everything is possible, you would have to find a grounded spot and extend all the wires and find a place to put it. It should be in the cabin of the car near the firewall incase, the fusebox is a safety thing that protects the power systems in the car so keep that in mind. The biggest problem would be extending all the wires since the harnesses that plug into the back of the fusebox are not very long and there a lot of wire there. But good luck

I've had tweeters up on the door sills (near the sails) and the staging is nowhere near as good.
You want a longer distance between you and the tweeter.
A lot of people use extra tweeters up high (in a-pillers, or on top of dash) to act as ambient tweeters (crossed over high... 8khz+, and turned right down), to help raise the soundstage.
If you havent had a listen to a decent setup with the tweeters in the kicks, i'd suggest you do. You can still get amazing stage height with greater stage width and depth.
Now back on topic, does anybody know if it's acutally if I can just unbolt the fuse box and move it higher up (maybe 10cm higher or so) without any modifications (ie: cable additions)?
Any gow to's or guides already on this topic?
Somebody on another forum mentioned fuse box kits?
quickest way to find out, grab your socket and ratchet and find out. You'll need to make some brackets if there is enough room
