Default 4g15 timing problem

my car started running like ***, i checked the timing and its showing that i'm about 45-50*BTDC. i can't turn the dissy enough to get it back to 5*. i pulled out the dissy and spun it one tooth counter-clockwise and can get the timing back to 5*, but it won't run. so i put it back. i'm thinking the belt slipped, if i was to spin the cam one tooth counter-clockwise, that would also spin the rotor, putting me where i need to be, right?
what doesn't make any sence is i've taken the belt off a couple times lined up the timing mark on the crank pully, and the cam gear. and it won't run. someone help me please.

50 degrees is like 8 teeth.... You've definetly spun the belt....

so is there a way to have the timing gear mark and the crank pully mark not the same? tommorow i'm gonna pull the lower timing cover off. but is there a way to spin the pully and not the gear? cause the pully mark and cam mark are lined up w/ there respective marks...

well i figured it out...the dampner spun. the dowel on the timing gear isn't lined up w/ the timing mark on the pully anymore. i was one tooth off on the crank...
