well my fan doesnt seem to be working. at first i thought the motor on the fan itself was seiezed but if i sqeeze the relay it starts up right away. is there something before the relay that causes the relay to "close" to engage the fan? bad thermostat?i swapped out the relay with another to rule out a bad relay and its not the relay
If it works when you squeeze the relay, your getting power to it, how do the connections at the relay in the fuse block look? There is a fuse for your fans too. I dont know that sounds weird.

yes that should be under the thermostate but no you should not have to drain the whole system though you may leak a little so use a drain bucket and have a little extra coolant beacuse if it was overheate=ing than some probably evaporated anyways
