Inspection of Tinted Halogen Headlamps


The Highway Traffic Act subsection 62(7) prohibits the use of headlamps that are coated or covered with a colored material. Recently, regulations were amended granting an exemption to this prohibition by permitting lamps to be coated or covered with a colored material if they meet the requirements of section 4.1 of Regulation 596 (“General”). This also required a change to clause 6(1)(h) of Schedule 1 of Regulation 611 (“Safety Inspections”), which is used by all Motor Vehicle Inspection Stations when issuing Safety Standards Certificates or inspection stickers for motor vehicles. Note: The Highway Traffic Act and associated Regulations can be accessed via the web site – www.e-laws.gov.on.ca


When inspecting a vehicle for a Safety Standards Certificate or inspection sticker, the following procedures must be followed to ensure the headlamps meet these new requirements:

Halogen sealed beam lamps and replaceable halogen bulbs that are covered or covered with a colored material are permitted by this new exemption provided they:
- are a halogen type lamp or bulb, and
- emit white light only, and
- meet the federal manufacturing standards as indicated by the required certification markings.

Certification markings consist of:
- the manufacturer’s name or trademark and
- either the DOT symbol or the ECE symbol (a circle surrounding the letter E) and
- in either case of the removable bulbs, this type of bulb is indicated by a designation starting with the letters “HB”.

Markings on removable bulbs are located on the base of the bulbs. Removal of the bulb may be necessary to see these markings. Halogen sealed beams are marked on the outside of the lens.

Recommended Inspection Procedures For Motor Vehicles With Halogen Headlamps

Step 1
Turn headlamps on and check that each headlamp emits white light only. The best manner to do this is to hold a white piece of paper about one foot (300mm) in front of the headlamp and observe the color of light emitted onto the paper. Disregard any small spots of colored light projected to the far left or right since this is sometimes caused by the ribs in the headlamp lens and is not due to the headlamp tinting. Determine which of the following three conditions apply:

A: The headlamp emits white light onto the paper and there is no colorization visible at the light source. In the case the headlamp passes the requirement for white light only – the test is complete.

B: The headlamp emits white light onto the paper however when viewing the light source directly there is some colorization visible. Proceed to Step 2.

C: The headlamp emits colored light onto the paper or the light at the source appears multicolored or significantly colored. In this case the headlamp fails the test and must be rejected for not complying with Regulation 611 – 6(1)(h). The test is complete.

STEP 2
- In the case of a halogen sealed beam headlamp, pass the headlamp if it has the appropriate certification markings on it.
- In the case of a headlamp with replaceable halogen bulb:
o if the bulb is visible or partially visible through the headlamp lens and does not appear to be coated or colored, no further inspection of this item is required. The test is complete.
o If the bulb is visible or partially visible through the headlamp lenses and appears to be coated or colored – proceed to Step 3.
o If the bulb is not visible through the headlamp lens – proceed to Step 3.

STEP 3
- Remove the halogen headlamp bulb and check for tinting on the glass envelope of the bulb and check for certification markings. If the bulb has:
o clear glass with no tinting present, the bulb is acceptable.
o tinting on the glass and the required certification markings, the bulb is acceptable.
o Tinting on the glass and does not have the required certification markings – reject the headlamp.

Note: The light from High Intensity Discharge (HID) lamps, although white by technical standards, may appear slightly blue. These lamps are not tinted in any way and have this appearance because of the manner in which the light is produced (electric arc). These lamps therefore are not prohibited. HID headlamps are generally marked either “D2S” or “D2R” on the lamp lens.


Muffler

The Ministry of Transportation has received an increasing number of complaints from the public regarding noisy mufflers. Clause 1(10)(a) of Schedule 1 Regulation 611 states that no exhaust pipe, muffler or tail pipe shall be missing, or insecurely mounted. Stations are reminded that this clause not only applies to cars, but to trucks and motorcycles as well. All trucks, truck tractors, and other motor vehicles have been manufactured with a muffler(s) for many years.

This is a reminder that, where a safety inspection is performed, including annual truck inspections, the station and the inspecting mechanic are responsible to inspect the vehicle for the presence of a muffler(s).

Yeah well explain that to a cop and they'll give you shit for everything else wrong.... then when you take it to court you can make them look the fool as it is up to the officer's "discretion" so basically if they're in a pissy mood or not... man I can't wait to move the FUCK out of here.

i just got myself a speeding ticket on the 11th, fucking undercover camaro...i go to school every day and pass him and no trouble, but this one times he decides to pull me over cause he isnt in a good mood. Anyways he inspected my exhaust and said "i suggest you take that off or next time ill write you up"...my ass go fuck yourself you fucker. i went to court and reduced my ticket from $190 and 3 demerit pionts to $100 and zero demarit points. Im going to be investing in a radar detector soon, I know they are illegal, but i dont want to get another ticket because some cop is having a bad day.

so does this mean we can have any muffler as long as we have one and could be loud?

its easy.

If you install an aftermarket exhaust, retain the receipts for the exhuast, and if applicable, the installation work order. make sure both have the date on them.

then go spend the extra bucks, and get a safety or an emissions test done, which will show the emissions of the exhaust and the car. If the car passes the safety, or more importantly, the emissions test, retain a copy of the report slip, and put it into your car, for reference later if required.

Should a cop pull you over, KINDLY inform him that you too, are concerned about the polution, both noise and environmental, and as such, you took the extra time, and expense to obtain a new exhaust test slip. Present him with a copy of the invoice for the exhuast parts, and with a copy of the emissions test. DO NOT GIVE HIM THE ORIGINAL. Keep copies in the car. If the cop is understanding, he will allow you do go on your way. if he is a dick, he will ticket you, and possibly impound your car. It may be likely he will not return the copies of the paperwork you give him. This paperwork, along with your sworn testimony in court, SHOULD be sufficient to get you off of the ticket, provided you have good representation, and the case is handled correctly. Obviously, there are no guarantees.

Remember, just because we like performance, doesnt mean we can piss off the general public, break established laws, and most importantly, polute into the environment both noise and harmfull gases.

i know people bitch about a noisy exhaust! but until i see documentation stating a legal db limit i see no reason to be quiet! (maybe courtesy??)
this is that same problem i have with tinted windows!! i know there is a limit, but until there is an actual number to go by i see no reason to have the world looking into my car!!
