The way it works in ontario is: if you swap an engine, it must be from the same model year or newer so that it meets the emission standards of the year of your car.
and the exhaust and all the sensors have to be intact and working.
So turbocharging your engine will not violate any laws, as long as your car blows clean on the driveclean test.
Legally you can certify a car without an engine in it, but all the emission controls must be there, go figure.
