just get yourself a decent turbo muffler and put a turndown tip on it... as in not sticking out the back at all and not really a tip. like an oem looking non-chrome tailpipe tucked under.
Man just move here... you do not even need a muffler as long as the exhaust goes past the front doors you will be straight.
I have ridden side by side with a cop with a straight 2.5" side exit.
Another example my friends celica 3inch straight side pipe exhaust... well not straight with the turbo but still.
§ 46.2-1049. Exhaust system in good working order.
No person shall drive and no owner of a motor vehicle shall permit or allow the operation of any vehicle on a highway unless it is equipped with an exhaust system of a type installed as standard factory equipment, or comparable to that designed for use on the particular vehicle as standard factory equipment, in good working order and in constant operation to prevent excessive or unusual noise. An exhaust system shall not be deemed to prevent excessive or unusual noise if it permits the escape of noise in excess of that permitted by the standard factory equipment exhaust system of private passenger motor vehicles or trucks of standard make.
The term "exhaust system," as used in this section, means all the parts of a motor vehicle through which the exhaust passes after leaving the engine block.
Chambered pipes are not an effective muffling device to prevent excessive or unusual noise.

You can have high flowing exhaust that's quiet as stock BTW. My Audi's Thermal R&D exhaust is damn near factory quiet and is completely straight through, but has 3 mufflers on each of two pipes. My Jetta's Neuspeed exhaust is the same way, 3 mufflers, factory quiet, straight through flow.
All i can say is run a "Thrush" glasspack (perforated core, NOT louvered) in about every place you have an straight section of pipe to do so, they're around $25-$30 a piece, so it won't be as pricey as you think.

i now have a 2.25 custom exhaust with ebay headers, catco high flow cat, a 20 inch thrushpack and a magnaflow exhaust and it's damn quiet, a mild low tone that resembles a inline 6..i hear a muted "Wonk..Wonk!!
and there's no buzziness or raspiness from the header..i can't barely hear it at all even at WOT

that sux i live in ny and i got a ticket for inadequate / no muffler , and at the same time inadequate turn signal lamps ( blue at all 4 corners )
but lu cky me i work at a repair shop and had my shop forman sign the ticket saying it was fixed and took it to the court to get dismissed though i did change the bulbs back to amber
damn i love load exhaust my old 1988 honda crx had a header , high flow cat , custom 2 & 1/2 inch stainless exhaust pipe with a huge round barrel 5 inch tip muffler.
everyone said that car sounded like an air plane taking off every time i left a stop sign but i would also red line through every single gear and the cops did not like the smoke coming from my tires let alone the loadness of the car but i only got stuck paying for 2 - 3 load exhaust tickets out of so many i lost track in the 2 years i owned the car
