If you switched detergents your clothes are washed in, wearing new shoes, and or your walking, standing on your feet more, that can have an effect on them.
Getting a stone to rub the bottom of your feet where the thick dry layers of skin are (calises (sp?)) will help smooth them out and make them less rough. You can do this while your bathing or taking a shower. To get your feet softer rub a foot moisturizing lotion to your feet everyday. You could also try hand lotion as well.
