Get the following:

1. Humidifier
2. Humidity detector

Run humidifier till it gets the humidity detector levels between 55-70% this will keep your sinuses moist enough to stay healthy.

I notice my sinuses clear up when it is dry. Any reason why that is?

If you live in a fairly wet area (Washington state usually is) where humidity levels are above 70%, then that is why they clear up when it's drier. 70% humidity and higher causes mold spore growth which is hard on the sinuses.
