Default creeping idle surge

for the past 2 weeks, my beta lc has been idling past the normal parameters,

usually the idle should be around 700-or 800 rpm, but the needle goe's past 1000rpm..but doesn't go higher than 1200rpm

if i turn on the a/c it goe's down to 700 but as soon as i turn it off, the idle goe's back up again.

i checked the vacuum hoses but no hiss, i cleaned the throttle body with BG fuel Injection cleaner spray, checked all sensor's and the car doens't even throw on a cel even if the idle is up..

i noticed on the back of the throttle body, usually there's a little valve that should have a tiny plastic white cap or something, but it's not there

anyone have any idea why my idle could be surging?

idle control unit or a vacuum leak will cause this.
