I just wanted to chime in on this since I've got a lot of expertise on it, and 5 close friends who are cops from city, county and state.
You most likely won't have a problem because 99 percent of the cops out there are ignorant of the law, and I don't mean this as an insult, but there's a LOT of laws and this one isn't something most concern themselves with. In discussions with my buddies, they are ALL under the impression that if something is DOT approved, it means it can be on your car, this is not true. HID light kits are DOT approved, but I don't know of a single state that says you can alter the lighting system of your car. As far as I am aware, in all states, if your vehicle came with a halgoen lighting system it HAS to stay that way. So, the kit my be DOT approved so you can buy repair kits for your car that came with HID lights, but it is illegal to replace an halogen system with a HID kit, even if you buy headlamp housings designed specifically for HID.
Now, with that said, a 2nd gen Tiburon has a projector beam housing, the same type you'd need for an HID kit. It directs the beam and has a cut off on it. If you parked a 2nd gen Tib in front of a white wall and turned your lights on, you'd see a very distinct line. Below that line, LIGHT, above it, no light. You need these types of housing in order to keep from blinding people. In a housing such as the Tiburon, you probably won't get noticed. Stick a kit in something like an Elantra and you may have trouble. Again, I have 5 very close friends who are cops, and within that group of friends I know an additional 6 or so just from hanging around my friends and going on ridealongs. 100 percent of them told me that if something was DOT approved then it's legal, but they are all wrong. I can say this much, the law is catching on, and as these become cheaper and more popular, the more they're going to catch on. One thing I learned riding with my buddy, they catch more drunk drivers, drug addicts/dealers, persons with outstanding warrants, or whatever by pulling them over for something stupid, like a burned out light, not signaling enough in advance for a turn/lane change......petty stuff like that.
So, depending on the knowlege of your local law, you may be getting a fix-it ticket, or not noticed at all. At the very least, you may need to aim your beams down a hair to keep from getting attention.
I run 12,000Kelvin HIDs. I've been pulled over 2 times. It pisses me off because there's no laws against it so it's legal. The MPs are dumbasses and they do not know the laws. Civilian cops say Hey nice lights man! The MPs say "those are illegal you know". I say, "you may want to check with your shift supervisor". They do and they let me go.
Check your city, state and local laws. As long as you're in the clear, they cannot write you a ticket.

So with that said, you need the "projector beam housing" in order not to blind people. My question is this. I have seen other cars without the "projector beam housing", yet they still have HID and not blinding folks...
So in other words you need the "projector beam housing"???

you are getting pulled over because the purplish beam you have because of it being 12000k i have 600k and have had no issues with anyone, the beam is crystal white so it has a touch of blue but nothing major

How can you tell they're not blinding people? Were you able to speak to people he has driven past? It's subjective, but there is increased glare if you don't have the right housing. Projector beam housings can, at a glance, look like a normal housing. It doesn't have to have the lens like the Tiburon does to be a projector beam. Projector beam means it projects a focused beam of light, whereas a normal housing just sort of disburses it.
Read up on these folks, there are laws in regards to these things....a Google search will come up with the results. If your car came with a halogen lighting system, it is illegal to retro fit it with a HID kit. Every reputable site on the net that sells these kits even say "not street legal".
any alteration of a vehicle lighting system is illegal. my sister, my brother, my dad(35 year sgt.) my cousins have all told me this. oh and they are all cops
i will post the exact law when i get to my vehicle code boook
