Your idle might need to be adjusted as well.

When you are stopped at a light or stop sign and have the car in D, does the car vibrate badly. Also, what is the engine revving at?

it could be a faulty coil pack , injector , or just bad gas. check to see if the service light is on

My 98 had problems off the line. Slow response. Idle seemed like it was messed up. I could fix it temprarilly by replacing the spark plugs. After some reading and investigation I decided to replace my spark plug wires and plugs and it fixed the problem. Look at the wires for any white spots. The white spot indicates a short. Meaning, the spark is going out of the wire before it hits the spark plug, like into the enginer block. It leaves a white spot when this happens. Replace them all if you see any white spots. You can check the resistance of the wires too but I don't know what it should be. It's really easy to replace the wires.

It was fine for awhile. It started to be slow off the line again and it would shift gears at a constant speed for no reason. But this time the check engine light came on. Took it to Autozone and got it hooked up to their computer. It was the Throttle Position Sensor. Hard to find part but easy to fix. Now it works great.

All the replies are informative but don't be so quick to diagnos when he wasn't very specific. When does it stutter? Under what conditions? Has anything been done to the car recently? DId it start then, if not, when? And so on. Just stating cause its good practice when fixing other peoples cars.
