I'm reinstalling my A/C tensioner pulley (my friend who installed my underdrive pulley removed it for some reason (the parts store gave us the wrong a/c belt so we decided to re-install the a/c belt later on). I know how it goes in, but I wanna know, is the pulley supposed to spin freely on the pulley bracket or what?

Yeah bro, the AC tensioner pulley is supposed to spin freely on the spindle when torqued down to spec. If the action is not smooth it will be better to replace the bearing than risk the belt snapping and taking all the other belts with it. Good luck!
