Default Reving problem with lantra 2000 European model 1.6

I've got a 1.6 hyundai lantra (Irish).

Recently it reves sometimes after gear change. usually between 2nd-3rd. So i just take my foot completely off the accelorator.

Is it after the gear changes or while it is changing? Is it just taking a while to shift and since you have your foot on the gas still it is like the car being in neutral?

What year is it? I know we have a problem with "hanging revs" when shifting with our 2.0's, and some times I'll get a little surge like when shifting from 3-4...which is pretty normal, some people say it's for emissions. Hyundai has a reflash for this but don't know if it's really worth it.
