Default Turn Signal Flasher Ticking All The Time

I have a 94 Scoup, The Turn signal flasher keeps ticking at all times with the key on and or running. Is this the multi function switch, or hazard switch, or the flasher it self? I took the turn signal switch apart and it all looks fine. Unplugged flasher looked inside, seems fine. It ticks faster than normal and sounds a little different. When I use the turn signals, they work fine, Hazard works fine. But with the turn signal in the off position, the flasher ticks continuosly, with No lights on dash or exterior.

sounds like a short to me. Usually a speedy blink means not enough resistance in the circuit and last time I had a turn signal stay on, it was a worn down cam inside the steering column. It only stayed on when I turned one way. The other way worked normal.
