87 octane is just as viscous as 94, I don't think it's the type of fuel you are using. Let's put it this way, One of my cars is 21 years old and was initally used (and is designed for) leaded fuel. The gas gauge still works fine. It might be the sender that's malfunctionning, I've seen this in numerous hyundais (Pony, Excel, Accent, and Elantras) You could remove the rear bench and on the fuel sender, ground the lead wire to the frame. THis will cause the gas gauge to climb to "F". remove it totally and it will go to "E".
If it only goes down halfway or doesn't peg, then it's the wiring between the sender and the gauge. YOu could also put an ohmmeter to measure the resistance between the two sender leads. The resistance should decrease as the fuel level increases.
