touch up pain help

I got a couple of scratches on my door. I tried covering them with touch up paint but they seem rather blotchy (elevated and looks like warts). Is there any good way of applying those paint? Do you have to prime the surface and paint for a better effect or do you have to sand it down?

Depending on the size of the scratches you could have possible just buffed them out. If you don't see primer or metal. Just a very very thin line, try buffing first.

Since you have already applied the paint, try buffing it and then apply the clear coar tpart of the paint, if you have the dealership paint pen.
