HELP! Very Low Idle

My g/f 1999 hyundai sonata keeps throwing this code PO125, which is saying the engine coolant temp sensor is causing the motor to run lean. Well I changed the sensor and nothing has seemed to changed. The motor runs at a very low idle and hesitates some what while driving it. Kinda acts like a fuel filter but I changed that as well. Replaced both oxygen sensors. Checked the vacuum of the hoses. Checked and cleaned plugs. And it still runs the same way. Thinking it could be the tps, but why would it keep kicking up this same code. Is it possible it could be the idle control speed actuator? Anyone ever had this problem before?
