Thats a crank case breather.
Thats used when you don't want to use a oil catch can or the factory recirculative return into the intake hose.

You are still better off just plugging it because eventually, it will still drip oil.
If you want to stay legal, then get an oil catch can. Either way, I can pretty much guarantee noby will will ever notice if you plug it completely.

I am unsure how touchy these engines are to plugging the crankcase breather.. I know with both my bug and fiats, if you plug that, you start getting all sorts of problems with blowby past the rings and out the seals.

Plugging is a bad idea.. YOu run into all sorts of problems like oil leaking out of the seals due to increased crank case pressure etc. You also run the risk of various gasses that shouldnt be inside the engine staying in the engine and causing problems with who knows what...

You still have the breather hose that goes in to the intake manifold.
