it is safe.. but the question is how safe ,, i dunno. But i know many ppl that have done it and have no problems.. too know how much to shave should be judged by a mechanic or someone whos familiar with it.. i think you should be able to shave enough off to get to about 11 lbs to be safe..
why not just buy a lightened flywheel? The trouble woth lightening a stock flywheel is that if you a machinest that is not familier with the weaknesses of the stock hyundai flywheel.. he may take material off in the wrong place. Unfortunatly, there are few machinests that knowledgable about hyundai's and especially their flywheels.
I have seen a flywheel shatter. Friend of my father's used to race a rotary powered Frog eyed sprite (Austine healy sprite mk1) And when the flywheel went (at about ten grand on the tach) it destroyed the end of the crank, shattered the bellhousing, and put a nice hole in the underside of the car.

it depends on what you do with the car. you WILL stall the car more often.. that flywheel adds momentium when you engage the clutch... the engine will definatly rev a lot faster and conversly, drop back to idle almost as fast.. the key is in the balance. If everything is done right, you will be putting no more stress on the engine than the stock heavy flywheel.. you might feel the engine more.. as that heavy rotational weight does a good job of masking vibrations.
