it is supposed to "trick" ur car into thinking that u are taking in cold air so that it will run better.....at least that is the way that i understood the description.

any insight that i can get would be great

It is only a resister that you could buy from Radioshack for a buck or two.
It is not a good idea to install these on your car.
It will not give you a 20hp gain.
