It vents unspent combustable gasses from your crank case to your intake to create an internal combustion afterburner of sorts. It is an EPA thing. BTW, Jiffy Lube wants you to buy a new one because they try to sell a new one to everyone that comes in. I have never seen one fail, they are kinda failsafe anyway.
it's only a $3-4 part, and it would be best to change, or at the very least check it occasionally, when I got my car with 109,000 miles on it, I tried changing the PCV valve, and it was seized, ended up breaking off, leaving me with more work

Agreed. I change mine once every 15,000 miles or so. It's less than $3 at Advance Auto Parts, and takes maybe 3 minutes to change. I even let my GF change it. That says alot. :lol:
And if you wanna change it, look behind the valve cover. On the right side, you'll see a short hose going from the valve cover to the intake manifold. On the valve cover it's connected to a little brass "thing". That's the PCV. Pull the hose off, unscrew the PCV, pop new PCV in, replace hose. Done.
