Default Balancing Belt replacment

I own a 2002 Hyundai Santa Fe 4cyl 2wd. At around 88000 miles my car died as a result of a chip going out. The dealership told me that they noticed my timing belt should be changed. I told them to go ahead and do so since i had the money at the time. About 5 days after I got my car back, it died again. This time it was towed to another Hyundai dealership that told me the other dealer did not replace the balancing belt or reset the tensioner, which, they say should have been done when replacing a timing belt. The balance belt broke which caused the timing belt to break teeth and resulted in my needing a whole new engine. The other dealership says they did nothing wrong but did offer to pay for half. I am trying to take them to court for the other half, but I need to prove that they should have replaced the balancing belt along with the timing belt. Can anyone tell me one way or another, or direct me to some literature that definatley says if they should or not. I can find lots of things on timing belts but not a whole lot on balancing belts and tensioners and when they should be redone. Any help would be greatly appreciated. Thank you.

I would imagine you replace the tensioner pully when you change the belt.
I think a new tensioner pully comes with the timing belt package, which implys that it should be changed along with the belt.

log in,
click on service information
Select Vechical type: Santa Fe
Year: 2002
Engine: 2.4 DOHC cyl
(do not worry about vin)
Now click on engine mechanical
select timing
then timing belt
now look through removal, installation, inspection see if it states (replace with new)
