I am currently running low on cash, due to college, girlfriend, and other expenses, and I am looking into strut bars. Which would I get more out of, the rear strut bar or a front strut bar, or are they both equally effective? What will each of them effect by themselves?

If you want to reduce some of the understeer inherent in FWDs then go with the rear bar. Howver, you need to realize that neither bar will be a drastic change if your car's suspension/chassis is otherwise stock.

the change is noticeable even with stock suspension. The rear will wallow around corners though. with the suspension changed though, you can take corners and exits really quick. I'll save the money for springs and shocks then buy the bars. go with the Eibach if you decide on the suspension
I had thought about Eibach, but I'm planning on a VeilSide kit real soon, which will lower the body down ~5"... so getting Eibach will almost put me on the ground. I have a post about Air Bags/Cylinders/Shocks, I am considering getting some to be able to drive it around campus (horrible roads). Are there any racing springs/shocks that are recommended (that won't lower the car, or keep the lowering minimum)
P.S. I am not very informed about Eibach... about how much will they lower my Tib?

Where do you suggest buying the strut bars from, and who has the discounted price of buying both front and rear? I noticed that Speedstate has a DIY for them. Speedstate and Shark Racing I know of, but does anyone else offer them, and are they all the same product or is one better quality?
Newbie Question Here (forgive me): Could some strut bars fit on a variety of cars? (i.e., Honda Civic strut bars fit on 2k Tiburon?)

The strut tower braces Speedstate uses are the ones from sharkracing. I was quite pleased with the quality of the pair I bought from them a couple years ago but at SEMA they were showing a new design. They claim it to be a better design but to be honest I don't see where it was better or worse. (Maybe if I could have compaired them side by side).
SR does offer a discount when you order as a pair but I would make sure they have them stocked before you order otherwise you never know how long you could be waiting.
