Default OBDII

I just got the OBDII cables from scantool.net however the OBDII port in the car doesn't give power, anyone has any experience on this? I got the ISO version

I'm assuming that this is one of the ones you hook up to a pc, right? If you have used a serial to usb converter, it generally helps to have everything hooked up and the car turned on before you turn on the computer.

I was taught with my scantools that starting the engine was a bad idea. I thought you were only supposed to have the key on, ignition off?
