as soon as they sign in for the first time dont give them acces to the general forum. show them a page telling telling them that to get acces to the forum they first have to go thrugh a siries of links to important threads like ruels and the one about crap that dosnt work etc.
you could just include a siries of pages with links to the important noob threads, each with a link to the next but only activate the link to the next page once the thread has been opened.
if you put this imediatly before the sign up page it will make sure noobs at least look at the threds, and will at the verry least considerably reduce the number of stupid questions asked.

are you laughing coz i have asked stupid questions? its coz i never read the noob threads. i recon there is a good chance if they have to look at them that some of them will actually read them. thus reducing the number so questions like, 'do electric superchargers work?', and posting the same thing in multiple forums...

on sr20forum you cant post for the first 3 days you are a member. a few reasons for it actually, helps to keep out trolls, spammers, and also if you cant post, you are forced to search for your answers.
