How about checking the timestamp of the last post in a thread so that you can disallow posting in obviously dead threads (disclaimer: "obvious" means poster comprehends what they are actually looking at.)
They're rare enough that I don't think we need an automatic feature. If someone wants to be a tool, there are enough mods and admins to lock it up and give the person a vacation.
