No, you arent rolling the fenders out. Look up into the wheel well, see that little metal lip? That needs to either be cut off (bad because the exposed edge will be sharp and will rust) or rolled up flush against the fender so its no longer jutting out.
I havent had any problems yet with stock tires, but I suspect I will with the 15x6.5 rota slipstreams I plan on getting.8D

You shouldn't. I have 15x7's now with the wrong offset, and will be getting the 15x6.5's with an offset that allows the tire to fit inside the well without rolling the lip. The tire should be about 1/4 inch from the strut (at the max) and still will slide under the lip according to my math.
