I wouldn't think it'd be the struts as they don't do anything to hold the car up, so even if they were the wrong ones, the car should sit at whatever height the springs dictate.
Re: the bumpstops, when I installed my H&Rs, I left the bumpstops intact, and the car sits lower, as expected. Besides, bumpstops only come into play when the suspension reaches full compression. They're there to protect the suspension from damage if the car bottoms.
Tell us this: does the rear of the car ride as firmly as the front? B&Gs are supposed to drop the car about 1.6 or 1.7 inches, right? Stupid question, but are the springs on the back lowering springs? You didn't get the stock rears reinstalled by accident, did you? It'd be easy to tell if that was the case from the ride. You'd notice if the rear springs were stock and the fronts were drop springs. Are the B&Gs a different color than the stock springs, i.e. red or yellow instead of black?)

From the sounds of this, the same happened with your old Eibachs, correct? If that's the case, I'd take a close look at the car itself. There's got to be something wonky there. I can think of no logical reason why a car would not sit lower after having lowering springs installed. One could suggest that the springs need to settle, but even then, the car should sit level as that happens.
It's like something is physically preventing the suspension from being lowered, but then you'd know it... the back suspension wouldn't be compression properly over bumps.
Dude, this is just weird. Maybe the car's possessed and doesn't want to be lowered?
