All the manuals I have for my car say 65-80 ft-lbs. You gotta watch for overtightening wheelnuts as you can break bolts trying to get them off again.
There's probably no problem in lowering the front more than the back, but you'll have a hard time finding a kit that does that without having to modify something, which can get iffy in terms of safety.
A set of good coilovers will have a height adjustment, so you could set the fronts lower than the rears that way. Good coilovers are expensive, though, and you want to avoid the cheap coilover sleeves.
