Does anybody know the laws regarding photo speed enforcement?

I'm pretty sure I got a ticket for going 45 on a 35mph road today in Tempe. I've heard that you can just not send them in, but I've also heard stories that doing that will get your license suspended...I was planning on just ignoring it, but not if it's going to lead to all that trouble.

Opinions or suggestions?
