yeah...they're infrared sensors, but the code is 911? lol.
Ill look for the video but a guy did figure out how to change a light from red to green with a gizmo. He was f'ing up the traffic so bad at a certain intersection they installed cameras to figure out who was doing it. It was a little more complicated that a remote. Most of our lights just have the metal sensors in the ground in front of it so that wouldn't work at all for my area.

It was a pattern of lights emitted at the sensor. I believe it's in the upper band of the spectrum of light.

You can build an IR emitter that will do this for pretty cheap. It is the frequency of the flashes that determine whether your device will work or not, and frequencies vary from location to location so you need to be able to adjust the strobe rate.
BTW it is a federal offense to use one of these now.
As for the universal remote idea...I doubt it would output the required amount of power to fool the MIRT sensor, but I can see it being possible under the right conditions. The code 9-1-1 is complete BS (even if it happens to work it's by coincidence) because the codes are not even the same for all universal controllers. The key would be to chance upon a code which produced strobing from the controller at the correct frequency, which is highly unlikely IMO unless you use the code search function and happen upon the lucky code.
what isn't a federal offense now days. Geez i remember hearing stories about how my dad and his friends would take a local shops mascot statue and place it ontop of his school for a prank and only got a warning...now days you can't even TP a ****ing tree without getting the cops involved and hualing you off to jail for it......bastards.
