A bypass valve is an alternate route of suction for your intake in case your filter becomes submerged in water.

If your filter just get splashed you shouldn't have to worry about it. Ever notice when you put your filter on how it's greasy? The filters are coated with a type of oil so when they get wet, the water doesn't seep through the filter element.

I wouldn't worry too much about hydrolocking with minor splashes.
