What does this do.. putting a peice of metal to block the passages. Any performance inhanments? Damageing? etc..?

it will prevent incompletely burned exhaust gases from exiting through your exhaust system, but instead resend it through your combustion chamber to be reprocessed (recombusted). sorry if this doesn't make any sense... i haven't slept for 46 hours now.

eh? I know what the EGR system does.. but if you block it.. will there be a gain or lose of power.. or no effect just worse emissions....

Blocking the EGR on today vehicle is not advised, although a lot of engines do not have them today. The reason is because of the advancement in combustion technology and improved camshaft profiles, camshaft over lap. The engine will idle rough and possibly stall because the ECM is looking for it to be open and adjusts fuel accordingly
