Does anyone know if the '96 Elantra 1.8 engine is the same as the '95 1.8 and if so can i use 96 engine parts on a 95?

No their not even remotely similar completely different cars...

J1: Mitsu based cars. If you wanted to, you could swap out an engine from a few of them without much trouble, from what I've read.
J2: hyundai based car. Little if anything matched up with the older ones.

Do a search, and you might get more info than what I have? ^^;
