Not sure I understand the question. Are you saying, with the heater on, hot air only blows when the car is moving? Or, are you saying the heater blows hot air when the car is moving, even with the heater off? If it's the first one, your blower motor is toast. With the engine off and the key in the "on" position, adjust the fan speed all the way up. Can you hear it? If not, check the fuses. If yes, post here and I'll give you some more options. If you can't hear it and the fuses are good, it's time for a new blower motor.
