Most of us in the Southwestern Ontario region hit 16.3 all day long without any problems, and a few have broken into the high 15's, one guy in London here "Liquid_H" on fxtreme hit 15.3 with just an intake. I have it on video, and the time slips as well.
As for indicated speed for redline in 5th gear, you can't hit redline in 5th due to drag limitations. The top speed is aparently governed on the US spec tibs to 125MPH. I have a Candian Tib and have hit 230km/h (foot to the floor, couldn't go any faster), which converts to 143MPH.
