Just leave it on for your normal driving. Turn it off when you are racing.

You can also turn it off when passing. It is basically you final gear.

Actually you should leave it off all the time in the city. The only time it should be on is when travelling over 80km/h, or 50 MPH, otherwise the ecu will gear you too high, and the rpm's will be super low, thus making your acceleration response worse, and putting more strain on the transmission.
